第一章 总 则
Chapter 1 General Provision
第一条 根据《中华人民共和国学位条例》、《中华人民共和国学位条例暂行实施办法》、《国务院学位委员会关于普通高等学校授予来华留学生我国学位试行办法》，为了保证我校来华留学生学位授予质量，特制定本实施细则。
Article 1 In accordance with the Academic Degree Regulations of People’s Republic of China, The Interim Measures for Implementation on the Academic Degree Regulations of People’s Republic of China, and the Provisional Measures on Academic Degrees Conferral of Foreign Students By Degree Committee of State Council in China, and also in order to ensure the degree quality for international students in our university, the specific implementation regulations are formulated.
第二条 授予来华留学生学位的学科和专业应是国务院学位委员会批准我校有权授予的学科和专业。
Article 2 Degrees to confer to international students should be the subjects and majors authorized by the Degree Committee of the State Council.
第三条 学校学位评定委员会负责来华留学生学位授予。国际学院负责全校来华留学生毕业证书及学位证书的办理、发放和上网登记注册等日常管理工作。
Article 3 The University Degree Assessment Committee is responsible for degree conferring to international students. The School of International Education is responsible for daily managerial works covering transaction, granting and online registration of all international students’ graduation certificate and degree certificate.
第四条 来华留学生毕业证书、学位证书的中文正本和英文副本由国际学院按国家学位中心规定的版式统一制定。
Article 4 The Chinese reserved copy and English duplication of international students’ graduation certificate and degree certificate are uniformly formulated by School of International Education complied with the format regulated by the Degree Committee of the State Council.
第五条 我校来华留学生在校学习期间，应遵守中华人民共和国的相关法律、法规和湖北工业大学的各项规章制度。
Article 5 While studying in HBUT, international students shall comply with the relevant laws and regulations of the People's Republic ofChinaand various rules of HBUT.
第六条 有下列情况之一者，取消授予学位资格：
Article 6 The occurrence of one of the following circumstances will lead to the revocation of degree qualifications:
（一）在校期间，因违纪行为或违犯中国法律受到记过以上处分者；
(1) Suffered from demerit recording or worse punishment due to violations of Chinese laws.
（二）未修完培养计划规定的课程，毕业当年未获得毕业证书者；
(2) Failing to complete the program curriculum as well as failing to obtain the graduation diploma in due time;
（三） 剽窃(抄袭)他人研究成果或捏造（篡改）研究成果、实验数据、所引用资料等学术失范及违纪行为。以上情况由校学位委员会及其委托的专家（组）认定。
(3) Academic dishonesty and misconduct such as plagiarizing (copying) others’ research achievements or fabricating (falsified) research results, experimental data and references shall be determined by the University Degree Assessment Committee and the experts commissioned by them.
第二章 学士学位授予条件与程序
Chapter 2 Requirements and Procedures for Bachelor's Degree Conferral
第七条 对于较好地掌握本门学科的基础理论、专门知识和基本技能，具有从事科学研究工作或担负专门技术工作的初步能力且符合以下全部条件者，授予学士学位：
Article 7 Bachelor’s degree will be conferred to those who comply with all the following requirements, can master expertise, basic theory, skill, and have the fundamental ability to deliver special technical work.
（一）在规定的学制年限内修完本专业规定课程，修满143学分，其中理论必修课学分达到109学分，实践环节达到34学分，且全部课程（含实践环节）平均学分绩点大于或等于2.0，达到本科培养计划规定的各项要求，经审核准予毕业。
(1) Students who have completed the required program courses within the prescribed schooling length, a minimum of 143 credits, which consist of a minimum of theoretical compulsory 109 credits and a minimum of practice and field work 34 credits, and have a GPA of no less than 2.0, and meet the other requirements on program curriculum, and are qualified for graduation.
（二）修满《初、中、高级汉语》、《中国概况》课程学分且平均分大于或等于70分，汉语国际教育专业学生必须参加HSK考试，并达到四级水平。
(2) Students who have completed the course credits of Elementary, Intermediate and Advanced Chinese and The Outline of China and the average score is no less than 70 points. Students specialized in Chinese international education must pass the HSK band 4 test.
（三）完成本科毕业论文。汉语国际教育专业的毕业论文必须采用中文撰写及答辩，其它专业的毕业论文撰写及答辩可采用英语或中文，但必须满足各专业所在学院本科毕业论文的基本要求。
(3) Students who have completed the undergraduate degree thesis. Students of Chinese international education must write and defend it in Chinese. Students of other subjects can use either Chinese or English to write and defend it. But meeting the basic requirements for undergraduate thesis of their own school is the prerequisite.
第八条 学士学位授予程序：
Article 8 Procedures for bachelor’s degree conferral
（一）国际学院按学位授予条件逐个审核来华留学生的学习成绩和毕业鉴定材料，提出拟授予学士学位的来华留学生名单，呈报学校学位评定委员会审查。
(1) The School of International Education verifies transcripts and graduation appraisal documents respectively in accordance with the conferral requirements of bachelor’s degree, then propose a list of candidates to whom to confer bachelor’s degree for the review of University Degree Assessment Committee.
（二）国际学院将拟授予学士学位的毕业生名单予以公示（公示期为5个工作日），并接受学生申诉，受理学生异议。
(2) The School of International Education will publicize the list on conferring the degree (for duration of 5 working days) and accept the students’ complaint and dispute.
（三）经学位评定委员会通过且公示无异议的学生由学校颁发学士学位证书。
(3) After the publicity duration without complaint and dispute, bachelor’s degree certificates shall be conferred by the University Degree Assessment Committee.
第三章 硕士学位授予条件与程序
Chapter 3 Requirements and Procedures of Master’s Degree Conferring
第九条 对于在本门学科上掌握坚实的基础理论和系统的专门知识、具有从事科学研究工作或独立担负专门技术工作的能力且符合以下全部条件者，授予硕士学位：
Article 9 Candidates can be conferred master’s degrees if they comply with all the following requirements, have solid fundamental theory and systematic expertise in this discipline, have the ability to deliver scientific research or special technical work:
（一）在规定年限内修满30学分，其中学位课不得少于20学分且全部课程（含实践环节）平均学分绩点大于或等于2.3，达到硕士研究生培养方案规定的各项要求，经审核准予毕业。
(1) Students who have completed a minimum of 30 credits within the prescribed schooling length, which consist of a minimum of degree courses 20 credits, and have a GPA of no less than 2.3(including practice and field work) and meet other requirements on postgraduate program curriculum, and are qualified for graduation.
（二）修满《中国概况》和《汉语综合》课程学分。来华留学硕士生可以免修培养方案中公共必修部分的政治类及硕士英语课程。汉语国际教育专业学生必须参加HSK考试，并达到四级水平。
(2) Students who have completed all course credits of the Outline of Chinese and the Comprehensive Chinese. The international postgraduate students can be exempted from public compulsory courses of Politics and English in the postgraduate program curriculum. Students specialized in Chinese international education must pass the HSK band 4 test.
（三）完成并通过论文答辩。学生完成课程学习和学位论文后，向校学位评定委员会提出申请硕士学位并接受资格审查。
(3) Students who have completed and passed the degree thesis defense. After finishing course studying and degree thesis, students apply for master’s degree and accept the qualification review of University Degree Assessment Committee.
（四）资格审查应综合来华留学硕士生个人培养方案、科研水平和学业成绩等因素由各专业所在学院和国际学院共同完成。资格审查通过后，方可进行论文答辩。
(4) Qualification review should integrate all factors such as students’ individual program curriculum, research and academic records which are conducted by their corresponding school and the School of International Education. The thesis defense can be conducted only after the candidates pass the review.
第十条 硕士生申请硕士学位时须提交以下材料：
Article 10 Following documents are required when candidates apply for a master's degree:
（一）硕士学位申请及评定书。
(1) Master’s Degree Application and Assessment Portfolio for International Students
(二）硕士学位论文纸质稿及电子文档。
(2) The hard copy of a master's degree thesis and soft copy of document.
（三）授予硕士学位人员信息登记表。
(3) Registration Form for International Students’ Degree Conferral
以上材料供国际学院和校学位评定委员会审议，并用于归档和校图书馆及有关信息机构收藏、陈列。各专业所在学院应将建议授予学位人员名单及来华留学硕士生的上述材料于每年规定时间送交国际学院。如无特殊原因，材料不能按时送交者列入下次审批计划。
The above documents will be reviewed by School of International Education and the University Degree Assessment Committee, and be used for filing, collection and display by the school library and concerned departments. The school each concerned is in should submit the candidate list and the above mentioned documents of international students to the School of International Education in due time every year. Without acceptable reasons, defense of those who fail to submit documents within the prescribed time limit will be postponed to the next session.
第十一条 硕士学位论文要求：
Article 11 Requirements for master's degree thesis:
（一）论文开始前按规定在专业所在学院作开题答辩；论文应由硕士研究生在导师指导下独立完成；论文撰写应符合学校有关规定；对所研究的课题应有新见解并达到硕士学位学术水平；汉语国际教育专业硕士学位论文撰写语种为中文，其它专业硕士学位论文撰写可采用英文或中文。
(1) Prior to writing the thesis, thesis proposal presentation shall be held in accordance with provisions of the school which the student’s department is in ; the thesis should be completed independently by the postgraduate with the supervisor’s guidance; thesis writing shall be in conformity with the relevant provisions of the university; the research project should have new insights and achieve the academic level of a master's degree; the thesis writing should be in Chinese for those who pursue a master’s degree in Chinese International Education, students of other majors can use either English or Chinese.
（二）学位论文正文应不少于15000字，其中艺术类硕士学位论文应不少于5000字。专业学位论文形式应根据专业学位特点可采用调研报告、应用基础研究、规划设计、产品开发、案例分析、项目管理、文学艺术作品等多种形式。
(2) The number of words of the text of a degree thesis shall be no less than 15000, while the fine arts master’s degree thesis shall have no less than 5000 words. Professional degree thesis may take forms including research report, applied basic research, planning and design, product development, case analysis, project management, literature and art according to the characteristics of each professional degree.
（三）论文研究和撰写时间应不少于一年，导师署名最多不超过两位。
(3) The duration for thesis research and writing shall be no less than one year; no more than two supervisors may sign the thesis.
（四）硕士生完成学位论文、经导师全面审查通过后，填写《湖北工业大学来华留学生硕士学位论文定稿表》，导师签署审阅意见，报专业所在学院负责人或其指定的专人进行形式审查，并提交国际学院备案。
(4) After completing the degree thesis and being approved by the supervisor after his or her h comprehensive review, the students fill in the Thesis Finalization Form for HBUT Master’s Degree Candidates and submit it to the director of the School or the person designated by the director after the supervisor has written down his or her review comment for a formal examination, and to the School of International Education for filing.
第十二条 学位论文评阅要求：
Article 12 The requirements for degree thesis review
（一）通过资格审查后，方可提请学位论文评阅。
(1) Only after the qualification examination is passed can the degree thesis review be applied for.
（二）论文评阅须聘请两位正、副教授或相当专业技术职务的同行专家进行评阅，其中校外专家至少一人；评阅时间一般不少于15天，评阅人须对论文写出详细的学术评语，供论文答辩委员会参考。
(2) For degree thesis review, two full or associate professors or experts with equivalent professional title are necessary and at least one of the expert is not from HBUT; review time generally should be no less than 15 days; reviewers should write detailed academic comment for the reference of the Degree Thesis Defense Assessment Committee.
（三）需要保密的论文，由导师提出报告，专业所在学院负责人签署意见，报国际学院审核和备案，可在一定范围内评阅。
(3) Theses involving confidentiality, after their respective supervisor has submitted a report, the director of the concerned school has approved the report, and they have been submitted to the School of International Education for review and filing, may be reviewed within a special committee.
（四）论文评阅过程中如有一位评审人持否定意见，则再增聘一位评审人进行评阅，如有两位以上(含两位)评审人(含增聘专家)持否定意见，本次学位申请无效。
(4) If one of the reviewers disapproves during the process of degree thesis review, another reviewer should be introduced for the review. The degree application shall be rejected if two or more reviewers (including the introduced expert) disapprove the passage of the thesis.
第十三条 学位论文答辩要求：
Article 13 The requirements for degree thesis defense.
（一）硕士学位论文通过评阅后，方可组织答辩。
(1) Degree thesis defense may be conducted only after the passage of the thesis review.
（二）学位论文答辩由各专业所在学院按一级学科组织，无一级学科的按二级学科组织。各专业所在学院在答辩前须向国际学院提交论文答辩委员会成员名单，经审核同意后，方可安排答辩。答辩委员会须由5-7名本学科或相关学科的正、副教授或相当专业技术职务的专家组成，答辩委员会中至少有1名本学科具有正高级职称的校外专家，1名校学位委员会或院学位委员会成员。导师参加论文答辩旁听，但导师无表决权。
(2) The degree thesis defense shall be organized by the school in form of the first-level discipline, or the second-level discipline if there is no first level discipline. Before defense starts the school which the student’s major is in must submit a list of members of the Degree Thesis Defense Assessment Committee to the School of International Education for examination. Defense can be organized only if the list is approved. The committee should include 5 to 7 full or associate professors or experts with equivalent professional title in related disciplines, at least 1 senior title expert in this discipline from outside of the university, 1 member from University Degree Committee or Sub-committee. The supervisor should participate in the defense but has no voting right.
（三）答辩委员会安排各专业所在学院答辩秘书1人，协助办理答辩有关事宜，全程参加答辩工作，负责对答辩过程中答辩委员的提问、学位申请人的回答及答辩委员会决议等情况作详细记录，答辩秘书无表决权。
(3) A secretary chosen from the school which the student’s major is in is necessary in every Defense Assessment Committee, who shall assist in handling matters concerning defense, which include participation in the defense during the whole process, making detailed record of information such as questions of committee members, answers of the applicant and decisions of the committee etc. The secretary has no voting right.
（四）答辩委员会成员须在答辩一周前审阅论文，答辩时进行提问和投票表决，未出席的委员不得委托他人或以通讯等方式代投票。
(4) The Defense Assessment Committee members must finish reviewing the thesis one week before the defense starts, and raise questions when defense is in progress and vote after the defense. Absent members may not entrust to others his or her voting right or vote through communication or any other means.
（五）答辩委员会对学位论文的水平以及答辩情况等进行综合评价，以不记名投票方式表决，经全体成员三分之二以上同意，方可做出建议授予硕士学位的决议。
(5) The committee shall make a comprehensive assessment based on the quality of the degree thesis and the defense performance of the candidates. Voting shall be conducted anonymously. The resolution to consent to the conferring of a master’s degree can only be made under the condition of consent of more than two-thirds of the members.
（六）答辩会要有详细记录，原始书面记录由各专业所在学院答辩秘书整理后装订成册并提交国际学院保管备查。
(6) Detailed defense records are required. The original written records should be submitted to the School of International Education for keeping and future review after being sorted and bound into a volume by the secretary.
（七）论文答辩未通过者，经答辩委员会全体成员三分之二以上同意（以不记名投票方式表决），可允许硕士学位申请人在半年以上、一年以内修改论文后重新答辩一次。如重新答辩仍未通过者，则不再补行答辩。
(7) Those who fail the defense can be permitted to revise and modify the thesis for a period between 6 months to one year and apply for a defense again with the consent of more than two thirds of the committee members (voting anonymously). No further defense opportunity is allowed in the event that the applicant fails the defense again.
（八）未经国际学院审查擅自进行答辩者，答辩无效。
(8) The defense is invalid without the permission and evaluation of the School of International Education.
第十四条 硕士学位授予程序：
Article 14 The procedures for conferring master's degrees
（一）国际学院委托专业所在学院学位评定分委员会按照来华留学生硕士学位授予标准，审查学位申请人资格，以不记名投票方式表决。会议应有全体成员的三分之二以上人员出席，经全体成员过半数同意，方可做出建议授予来华留学生硕士学位的决议。
(1) School of International Education entrust the Sub-Committee of Degree Assessment to review the applicant’s qualifications according to the degree conferring standards for international students, and vote anonymously. A meeting with more than two-thirds attendance is valid. The decision to confer the degree on the candidates can be made only if half of the members approve.
（二）专业所在学院评定分委员会的决议和投票结果须由分委员会秘书填写在相应的湖北工业大学来华留学生硕士学位申请及评定书中，经由分委员会主席签字后，报国际学院进行初审后，提交校学位评定委员会审议。
(2) The resolution and voting results should be completed by the secretary of each sub-committee in the corresponding Master’s Degree Application and Assessment Portfolio for International Students. After obtaining the dean’s signature and the preliminary examination of the School of International Education, it can be submitted to the University Degree Assessment Committee for further examination.
（三）校学位评定委员会每年六月和十二月召开全体会议，讨论学位申请人的学位申请要求，以不记名投票方式表决。会议应有全体成员的三分之二以上人员出席，经全体成员过半数同意，方可做出授予学位的决定。
(3) The University Degree Assessment Committee holds conferences in June and December each year, discussing the degree applications of the candidates, and the voting shall be conducted anonymously. More than two thirds of the members are required to attend the conferences. Resolution to confer a degree can only be made only if half of the members approve.
（四）未出席会议的校学位评定委员会成员、专业所在学院学位评定分委员会成员均不得委托他人或以通讯等方式代为投票。
(4) Absent members of the University Degree Committee may not entrust others or use communication method to vote.
（五）硕士学位获得者名单由校学位评定委员会发文公示（公示期为五个工作日），公示无异议的硕士学位获得者由学校颁发硕士学位证书。
(5) A master's degree recipients list shall be issued to the public by the University Degree Assessment Committee (for a period of five working days). Those against whom no objection is raised will be awarded a degree certificate by the university.
第四章 学位授予申诉处理与撤消
Chapter 4 Settlement of Complaints Regarding Degrees and Revocation of Degrees
第十五条 对拟授予学位名单有异议的，可以进行申诉，程序如下：
Article15 Those who have objections to the suggested list of degree conferring may appeal to the university. Procedures are as follows:
（一）对公示名单有异议的，应在公示期内向国际学院提出书面报告和相关证据。
(1) Those who has objections regarding the list shall submit a written report to the School of International Education and present related evidence during the publicity period.
（二）国际学院对申诉报告调查核实后，认为异议成立的，提请校学位评定委员会审查通过。国际学院认为异议不成立的，在十个工作日内回复异议提出者；异议提出者不同意国际学院回复意见的，可向校学位评定委员会申诉。
(2) After investigation and verification, the School of International Education shall submit the report to the University Degree Assessment Committee to review for approval where it deems the objection is justified; while the School shall respond to the objection raiser within ten working days where it deems the objection unjustified. In case that the objection raiser does not accept the response, he or she may appeal to the University Degree Assessment Committee.
（三）学校学位评定委员会召开会议审查通过国际学院认可的异议，审议持异议者的申诉，做出同意授予学位或撤销授予学位的决定。
(3) The University Degree Assessment Committee holds a meeting to approve the objections which has been approved by the School of International Education to examine the objection raiser’s appeal, and makes the final decision whether to confer or revoke the degree.
第十六条 对已获得学位者，如发现并认定其有第一章第六条所列学术失范等行为情况，经校学位评定委员会复议，撤销其获得的学位。校学位评定委员会讨论撤销学位时，以不记名投票方式表决。会议应有全体成员的三分之二以上人员出席，经全体成员过半数同意，方可做出撤销学位的决定。
Article 16 Where the degree recipients are found and defined as having the academic misconduct listed in Article 6 in Chapter 1, and after being reviewed by the University Degree Assessment Committee, the conferred degree shall be revoked. The discussion on the revocation of the degree shall be voted anonymously. The decision to revoke the degree is valid if the meeting is attended by more than two-thirds of the committee members, and more than half of the members voted approval.
第十七条 国际学院以书面形式告知学位申请人撤消其授予学位的决定，学位申请人可于收到书面决定之日起60个工作日内，以书面形式向来国际学院申请复核，国际学院在收到复核申请之日起30个工作日内，提请学校学位评定委员会做出复核决定，并书面形式告知复核申请人。
Article 17 The School of International Education informs the concerned students of the decision to revoke their degrees in written form. The recipient and candidate may apply to the School of International Education for a review within 60 working days after receiving the decision. The School of International Education shall submit to the University Degree Assessment Committee to make a review decision and inform the review applicants in written form the decision within 30 working days after receiving the application.
第十八条 湖北工业大学国际学院负责受理来华留学生学位授予中有争议的各种问题。
Article 18 The School of International Education is responsible for various of disputing issues regarding degree conferral for international students.
第五章 附则
Chapter 5 Supplementary articles
第十九条 学位证书遗失或损坏，经学生本人申请，学校核实后出具学位证明书。学位证明书与原学位证书具有同等效力。
Article 19 In case that the degree certificate is lost or damaged, a degree testimonial will be issued by the university followed by the application of the student and the verification of the university. The issued degree testimonial has the same effect as the original degree certificate.
第二十条 本实施细则从2015级开始执行。
Article 20 The regulation will take effect from students who were enrolled in 2015.
第二十一条 本实施细则由湖北工业大学国际学院负责解释。
Article 21 The School of International Education is responsible for the interpretation of all the specific regulations.
