To all teachers and students,
为更好地发挥先进学生的示范教育作用，积极营造积极向上的校园文化氛围，现将2018-2019学年优秀国际学生综合测评即优秀国际学生奖学金及“国际学生之星”评选工作相关事项通知如下：
In order to make better use of the function created by the examples among students, create a life-affirming campus atmosphere, School of International Education is about to hold the 2019 International Outstanding Student and International Student Star Awards. Given this case, the details of selection scheme are as follows:
一、测评对象：
I. Scholarship Target:
国际学院全日制本科生、硕士研究生（不含2019年进校新生）。
All the undergraduate and graduate students on campus (excluding the students enrolled in 2019)
二、测评依据：
II. Selection Criteria:
《湖北工业大学国际学生奖学金管理办法》（湖工大国际〔2019〕1号）、《湖北工业大学优秀国际学生奖学金评定细则》、《湖北工业大学国际学院“国际学生之星”评选办法》
Regulation on International Student Scholarship & Awards, Hubei University of Technology (HBUT Intl.〔2019〕No.1); Evaluation System of International Student Scholarship of School of International Education, Hubei University of Technology; “International Student Star” Selection Scheme of School of International Education, Hubei University of Technology.
三、测评要求：
III. Requirements for Selection:
1．高度重视。成立由黄拥军副院长任组长，学工办马小红任副组长，其他辅导员和班主任任组员的评审工作小组。全体工作人员需认真学习评定办法，将此项工作与留学生思想教育、日常管理等结合起来，召开班级会议，积极引导学生参与优秀国际学生奖学金、“国际学生之星”的评选工作。
1. Due Attention. Selection board shall be set up. The board shall include Kyle Huang as the leader, Shirley Ma the deputy leader and other student counselors, class supervisors. All the board members shall carefully learn the evaluation system and combine evaluation with the education and management upon international students, hold class meeting to clarify the evaluation methods, guide and encourage students to join the selection.
2．全员参与。由教务办提供学生成绩，班主任开展评选办法宣传及学生加分材料的收集工作，学工办负责统筹安排、材料汇总、奖学金公示发放及其他各项事宜。
2. Full Participation. Academic Affairs Office is responsible for providing students’ academic performance; class supervisors are responsible for publicity and the collection of students’ proven materials; Student Affairs Office is responsible for selection arrangements, sorting of materials, distribution of scholarship and awards and so on.
3．规范程序。严格参照《湖北工业大学优秀国际学生奖学金评定细则》、《湖北工业大学国际学院“国际学生之星”评选办法》执行，坚持公开、公平、公正，确保评定工作的准确性和规范性，严禁弄虚作假。积极听取考评对象的意见。及时公布、公示评价结果。
3. Standardized Procedures. In order to keep the selection accurate, standardized and free from fraud, the selection shall strictly abide by relevant documents and meet the requirements of openness, fairness and impartiality. Board members shall actively listen to the examinees’ opinions. The results shall be released and publicized on time.
四、评选流程
IV. Selection Procedures
A）优秀国际学生奖学金
1、班级会议阶段（10月7日至10月13日）
班主任召开班级会议讲解评价办法。
2、成绩收集整理阶段（10月14日至10月16日）
由教务办导出、上传所有评选对象学生的成绩。
3、班主任填写学生评价阶段（10月17日至10月22日）
收集学生课外活动支撑材料、线上填写学生评价情况。
4、材料汇总、评选、公示阶段（10月23日至31日）
学工办汇总各项材料并进行奖学金汇总、评定、公示工作。
5、颁奖阶段（12月底）
学院将对评选出的优秀国际学生进行表彰，颁发证书及奖金。
A) International Outstanding Student Scholarship
1. Class Meeting (Oct. 7th to Oct. 13th)
Class supervisors hold class meeting and clarify the evaluation method.
2. Gathering and Sorting of Students’ Grades (Oct. 14th to Oct. 16th)
Academic Affairs Office is responsible for exporting and uploading target students’ grades.
3. Class Supervisors Complete Evaluation upon Students (Oct. 17th to Oct. 22th)
Class supervisors gather students’ extra-curriculum activity materials and complete the evaluation towards students’ online.
4. Summarizing Materials, Evaluating and Publicizing (Oct. 23th to Oct. 31th)
Student Affairs Office is responsible for summarizing materials, evaluating students and publicizing final results.
5. Award Ceremony (End of December)
School of International Education will award the selected students with corresponding certificates and scholarship.
B）“国际学生之星”
1、班级会议、报名阶段（10月7日至10月22日）
报名分班级推荐和自主报名两种形式，两种报名形式都需在报名表中填写班导师意见。
2、初评、公示阶段（10月23日至31日）
评审小组对所有报名人员进行资格审查，审查合格者评审小组集中答辩或者面审。各项候选人约2-3名，通过答辩或者面审确定各项最终评选名单，每项2人，并在全院范围内进行公示，无异议者进入颁奖阶段。
3、颁奖阶段（12月底）
学院将对评选出的“国际学生之星”同学进行表彰，颁发证书及奖金。
B) International Student Star
1. Class Meeting, Signing-up (Oct. 7th to Oct. 22th)
There are two selection methods, including Class Recommendation and Self Recommendation. Students should fill out the registration form and class supervisor needs to fill out his or her opinions towards the students.
2. Selection and Result Publicizing (Oct. 23th to Oct. 31th)
Selection board examines the qualifications of the applications. The qualified applicants shall go through public defense or material examination. Each type of International Student Star shall include 2 to 3 applicants. After public defense or material examination, only 2 students shall be finalized for each type. The results shall be publicized and the students with consent will be presented with awards.
3. Award Ceremony (End of December)
School of International Education will award the selected students with corresponding certificates and bonus
五、名额配置
V. Quota for Each Type of Selection
1、优秀国际学生奖学金
优秀国际学生奖学金共设一、二、三等共三个等级，按学生比例的1%、6%、11%进行评选。目前，国际学院共有参评资格学生：479人。三个等级获奖者分别为5人、28人、52人，共计85名。
1. International Outstanding Student
There are 3 ranks for this selection, which make up 1%, 6%, 11% of the target students. There are 479 target students in total this year. The numbers for each rank are 5, 28 and 52, which make up 85 students in total.
2、“国际学生之星”
本次“国际学生之星”共设七个类别，每个类别设获奖者2名，共计14名。
2. International Student Star
There are 7 types for this selection, with each type holding 2 awardees, which are 14 students in total.
